The European Commission published an amendment to anti-dumping duty rates for cold-rolled flat steel imports from Turkey on October 26, 2026. The revision will affect the definitive anti-dumping measures due to apply to Turkish products, making the amended rates relevant to exporters and EU importers assessing future transactions.
The amendment follows an EU anti-dumping investigation covering cold-rolled flat steel from India, Japan, Turkey, Vietnam and Taiwan. This revision concerns Turkey and forms part of the EU’s response to potential dumping and resulting injury to EU industry.

For businesses trading the affected steel, the most immediate issue is how the revised rates could change import costs. Depending on the direction and size of the adjustment, buyers and suppliers may need to revisit quotations and assess who would bear any change in duty costs under their contracts. The revision alone does not establish whether Turkish material will become more or less competitive.
The distinction between a rate amendment and the application of definitive measures also matters for procurement decisions. The amendment affects the terms of the forthcoming measures; its commercial impact will depend on the rates ultimately applicable and when those measures take effect. Further European Commission announcements on those points will be particularly relevant to pricing and purchasing commitments.
